2. It is reported that the Borthern and Southern
sections of the Canton-Hankow Railway will be linked
up next May. From Mr. Steen's report it is clear that
the forthern section of the Railway is in a deplorable
state. It would require the expenditure of much time
and capital to make the whole line efficient for
military and commercial purposes. Xoreover excessive
eongratulations on the completion of the whole line
would be out of place in view of the facts.
